Students' access to grade-level standards often is restricted due to their limited level of academic English Proficiency. CELDT stands for California English Language Development Test. This is a federally mandated test that is given to all potential English learners and designated English learners. This is test used to measure how much English a student knows and how much English has improved over the past year.
